The break down of what happened is pretty simple.
A ) A hard fought and dirty series, that was leaving a bad taste in everyone's mouth. It was the first Stanley Cup final that I have ever not enjoyed watching, and my local team was in it!
B) The city invites 100,000 people downtown with very few cops, and absoloutly no back up plan in place.
C) Crowd made up of a deadly mix of drunken sports fans who have just lost the cup, anarchist idiots, and general fools who will join any mob.
The solution would have been proper planning. The Olympics saw even more people downtown at any given time, but there was an intricate security plan in place that kept people in check. There was a visible police presence everywhere.
Here's another suggestion. If you don't have the resources to police a huge gathering, let people stay at home and watch it. There are plenty of pubs and almost everyone has a high def TV.
There you go, my own personal blue ribbon study, with solutions. I'm sending the city a consulting invoice for 100k
One last suggestion. If your the political leadership, own up to your mistake and tell everyone what your going to do to fix it. Don't run for cover, leave the police chief hanging out to dry, and try to somehow hoist some blame on to the NHL. It just seams weak all around.
