They wouldn't have purchased the land if it wasn't, but things can get screw over even when everything appears to be in place, all it takes is one tool with an agenda in the government, just asks the boys in Thunder Bay this, but I don't see that happening here! In the next little while you will hear a series of announcement one from Manitoba Liquor & Lotteries and a few other anchor tenants, just a guess many will be provincial and Federally run entity's. (Disclaimer) This is all speculation on my part.

I think many of us on this board would like to see this happen but there are groups out there that would want to see Manitoba Liquor & Lotteries take up residence in the vacant floors in one of the following 3 locations: the Bay downtown; the Canadian Wheat Board building; or the office building adjacent to the former Canada Post sorting facility. This could cause the True North Square project to be scaled back or not to proceed.

They are the anchor and expect to here soon about them, there is also a larger Layer firm and a couple more big fish to fill it out. They are doing this project the way builders do condos, sell first (in this case long term leases) build second!

A decision is expected within weeks on where Manitoba Liquor & Lotteries will locate its new downtown office and whether it will play a role in True North Sports & Entertainment’s plan to develop empty lots on Carlton Street.
The timing of the decision was announced by the Crown corporation’s CEO, John Stinson, during a legislative standing committee meeting this week, and potentially could accelerate True North’s plans for a $400-million development on a pair of vacant lots at 220 and 225 Carlton St.

Stinson told the committee Liquor & Lotteries officials were being "über-diligent" in studying which of nine options were the best for the corporation, which was merged by the NDP from separate liquor and lotteries regulators in 2012.
"We need to ensure that in any public process, particularly when there are so many people who seem to have a vested interest in where we are going to be, that we do this right," Stinson said.
Stinson and the minister responsible for Liquor & Lotteries, Ron Lemieux, said the province will announce a location this fall. The new downtown head office would require 60,000 to 80,000 square feet of space for about 450 MLL employees.
Under questioning from Progressive Conservative MLA Ron Schuler, Stinson said the corporation was carefully weighing its decision with the background of other developments downtown that have seen dramatic cost overruns, alluding to the $75-million over-budget Winnipeg Police Services headquarters project on Graham Avenue.
"A project of this magnitude is always more complicated than you want it to be," Stinson told Schuler. "We want to ensure that no mistakes are made."
Stinson also said he could not discuss what the nine options are — out of an initial 20 — because talks are continuing.
The Free Press has reported one option is for Liquor & Lotteries to be an anchor tenant in the True North Square proposal for Carlton Street. True North has already said MLL’s decision will not affect its decision to proceed with its Carlton Street development.
Other proposals are believed to be redeveloped space within the downtown Hudson’s Bay Co. department store, vacant space in the former IBM offices on Ellice Avenue and the former Canadian Wheat Board building on Main Street.
Susan Olynik, the corporation’s vice-president of corporate communications, said the class or type of space, such as already-existing empty office buildings, was not a mandatory criterion in the search for a new headquarters.
"The request for proposal (RFP) is being evaluated based on best value, which is a combination of technical requirements but also extent of financial savings," she said. "The RFP was also developed to allow any range of space from leases to purchases, existing space and new builds."

I don't get this decision, why would they buy an old building like this, renovate and build onto it. This $74 million is just the price of the building, not the parking lot or the addition.
What would the cost be to lease space per year?
