Well there is something like 10,000,000 people in the Golden Horseshoe area (Toronto-Hamilton-Niagara Falls). One of the main reasons they refuse to give a franchise to Hamilton is it's close proximity to Buffalo. It's well known that Canadians make up anywhere from 15-20% of Buffalo's fanbase. When the Leafs play, it's like a Toronto home game. If Hamilton were to be granted an NHL team, it would likely cut into the Sabres fanbase, and perhaps kill the market.

With Vancover, you should add; Richmond, Burnaby, Surrey,New Westminister,North Vancover, Delta. Although they may not be considered Vancouver city, the proximity of these cities, is basically what Transcona used to be to Winnipeg, before they almagimated.

Golden Horseshoe is over 9M will probably be over 10M by 2020. That's the most accurate count for Toronto. The 6M metro is wildly inaccurate. Toronto is the 4th biggest TV market, the Golden Horseshoe matches that. You bring up a good point and why CSA is the best to judge for sports. Hamilton is BOTH Toronto's and Buffalo's market. If Hamilton got a team goodbye Buffalo. They are already a lower 2/3rds team that according to Forbes loses money. That's why Bettman fought so hard to keep Hamilton out and any commissioner would have just not one with an anti-Canada bias like Bettman. Other good examples of why CSA is best is that Riverside-San Bernadino metro is about 4 and a half million and they have no sports team. Why? They are part of LA CSA/territory rights. Also San Jose/San Francisco are separate metro's but part of the same CSA yet the Giants are blocking the A's from San Jose in baseball. If they were really separate areas the Giants would GLADLY hand over San Jose to the A's and say we will keep San Francisco/Oakland for ourselves you are moving to a separate market.

Those are part of the Vancouver metro area and why metro is more meaningful than city. That's the key word almagimation. City stat is all political and has 0 to do with an actual market size. It's like saying the Coyotes sell the most cactus burgers in the NHL they are the best NHL market. Totally 100% meaningless. For Vancouver you need to do a CSA like the US and add Abbotsford, Chilliwak and Squamish plus consider Bellingham Washington. Adding these would add another 288,961 to 501,245 of population.
