Nope, the Canadian channels always win out when programs are broadcast concurrently.

So since there is no over the air channels anymore I assume that US networks are considered cable? So if I purchase say NBC or whatever network is showing the Superbowl that year then I should be able to watch that channel and not CTV or Global Is that correct? Or do the Canadian networks still get to black out the US network if showing the same program at the same time "Basic cable" channels won't change, they'll be set price for basic and then a per channel fee for the pick and pay. CRTC will never stop the "simulcasting" what bugs me is often when a live game runs overtime, the cable companies automatically switch to the scheduled next program.

Any LOCAL HD channel. Likely nothing else. Certainly not specialty channels such as TSN.

I still remember when bundled TV was introduced to Winnipeg by Videon Cable TV, around 1989 or so. My family ended up getting a bundle to watch TSN. If I recall correctly, the channel package included:
TSN, MuchMusic, TNN, CNN, PBS Detroit, TV5 (French), Financial News Network, and A&E.
Why would someone who wants TSN, have to pay for channels like TV5, FNN, and others?

I'm pretty sure it has to do with carriage fees. They pay for a channel like much music and need to get that to as many people as possible so they piggy back it on a channel everyone does want like TSN. I'm sure that's over simplifying it.
I think Fox News requires their channel be sold separately which is why it's not in the regular news bundle. Also when I worked for Bell we were always told Fox News was incredibly popular. Lots of different factors.
There are many things is prefer the Feds be working on before this. I'm indifferent to it.

The cable companies are required to give pick and pay, the cable companies however can charge whatever they want for individual channels (Non basic) Cable companies will not elect to lose money and charge premium prices for the best non basic channels. People who don't watch much more then basic will save, people who like a number of cable channels will probably pay more in the long run.

There is probably a disconnect with some people over Basic vs Premium if they did not grow up with only five channels.
I remember getting channels 2, 3 (PBS), 4, 5, 6 (sometimes), 8, 12.
It was a big deal when we could occasionally pick up 13. Or when dad wrapped ton foil around some contraption so we could watch grainy movies.

I'm not sure how I feel about it. I hate paying for a bundle as much as the next person but there are reasons for it. I'm pretty sure the networks require a specific payment per channel order. It's why FoxNews is never included in the news bundle since there is an extra cost from the cable provider and the channel is so popular. I've never been unhappy with my bundle options. You can be sure that at the end of the day, the cable provider won't make less money. To me this just seems like a pointless thing for government to regulate. I'd agree except that the government is already sticking it's nose in with the CRTC Canadian content rules. By interfering in the market like that they've opened the door to monopolistic behaviour. Added regulations might help offset the cartelian policies we see from the cable companies. If American dish providers had unfettered access to the Canadian market then there'd be less reason for Deus ex machina from the Feds. (Not that I advocate letting the Americans in. I like my Canadian channels and I don't think they'd survive short term without a boost.) m.

Lack of American dishes always annoyed me.
If I was one of the grey market dish owners getting busted a few years ago my argument would have been you can't steal an American TV signal that is broadcast to your home. There is no injured party. Of you could buy American TV and "stole" the signal instead then yes there is an injured party. But since you can't how can you be stealing anything?
I know the Feds would always win but it was ridiculous of them to come down so hard.
