What happens in the draft if a new expansion team (or teams) are added?

Whatever the league decides on.
When San Jose came in, they were slotted in the 2nd spot in the first round, then in the first spot subsequent rounds.
In the subsequent year Tampa Bay and Ottawa came in. Tampa picked first, Ottawa second and they swapped between first and second in every other round.
Different format the following year. First round Ducks picked 4th, Panthers picked 5 then in all subsequent rounds Ducks picked 3 and Panthers picked 4.
For the past number of expansions the teams were slotted in after the first overall pick. Columbus/Minnesota were put in the 2/3 spot and alternated between rounds I believe. The slotting was prior to the draft lottery so they moved down a spot in the first round when the islanders won the lottery (chose dipeitro).
Atlanta and Nashville were both slotted in spot 2 in their years (nashville moved down one due to Tamp winning the lottery. Ok technically it was Floridas pick that won the lotter which they had traded to San Jose and San Jose swapped that pick with Tampa).
So yeah, it depends.

Thank you. The possibility of expansion teams entering I hope would curb teams intentionally tanking

^ Not really. Sure Quebec might be ready next year but if you tank you still have a better shot at 1st than most teams. Expansion won't come for a few years yet, nothing is written in stone.
