Atlantic Canada. Moncton, but i thnk halifax would be a better choice. Large population base and will still get people from around the region to games.
Quebec City- would be nice to see quebec city have a pro sports franchise, I dont know if the cfl is confident enough to try it since it doesnt appear that they have any history there.
that would create an odd number of teams and the cfl could look to go to 12 but i think it would be fine to go with 11 teams or even 10 teams.
I think a US expansion would be bad news unless you go somewhere really abnormal.

Once Ottawa is in with the Redblacks that'll be it for Ontario. I'd like to see a maritime team added. Ten teams, five east, five west, and done.

I always thought Halifax but it seems Moncton has caught the popular imagination lately. Thirty years ago there was talk of a team out of Halifax (iirc) called the Schooners but it never happened. The League has been playing neutral-site games in Moncton lately so I'd guess that'd be the target.

I think Moncton was chosen because they offered the best facility. There is speculation Moncton might be chosen due to her central location and proximity to a large fan base. I think Halifax would be a better choice due to the sheer size of the immediate Halifax Regional Municipality.

I worked in Saint John, NB a bit, and Moncton was the "big town" that all of us would go to on the weekends & have a good time in; at the time, it was a leader in IT and also call centre's; they have a good University and smattering of other industry's. Halifax isn't that faraway either -- so either city would do the east coast proud.
I enjoyed my time in Saint John, NB; reminded me of turn-of-the-centry england w/ pubs on every corner...and you could just roll yourself down to the next pub since all the streets were slanted.

I might be in the minority but I didnt mind the US expansion. It was just handled poorly. People have to remember that the US expansion literally saved the CFL. If not for the expansion money, the CFL might be owned by Vince McMahon right now.
Once the CFL gets to ten healthy, stable Canadian teams, I'd be interested in exploring US expansion again. Maybe two teams. Eventually get to 5 US teams so you can have 5 conferences (East, West, US). US owners get antsy about Canadian rules though. But you never know, especially with more and more CFL football being aired in the US.

Anchorage alaska? thats the only place i can think of where people would support canadian football. but US expansion would be bad news

Sorry, but the idea that US expansion saved the CFL, is laughable, at best. I am not sure what the expansion fees were, but they would not have been significant. Additionally, every team except Baltimore lost a boatload of money. In fact, even Ottawa ended up going under during the US expansion era, since the CFL did not have enough cash to bail the team out. The only team that turned a profit, was Baltimore, and that was largely due to copyright infringement. The city was still angry with the NFL over the handling of the Colts departure to Indianapolis, a decade earlier. What better way to stick it to the league, than to make nearly identical jerseys to the NFL Colts, and name the team "Colts". When the NFL threatened to sue, they CFL changed it officially to "Baltimore CFLers," which unofficially was "COLTS FOR LIFE." Once the CFL was forced to completely change the name to "Stallions" in the off season, attendance dwindled (although still respectable), and the team folded after only two years, as there was no way the CFL could compete with the NFL Ravens, who had just moved from Cleveland in 1996. US expansion was a dismal failure, and did not help the CFL at all. Ironically, it was the NFL who may have saved the CFL from going bankrupt after the ill-fated American expansion. The NFL agreed to market the CFL, and provide the CFL with a $3,000,000 loan, in exchange for easier access to CFL talent, and the CFL acting more of a development league for the NFL. The NFL also helped the CFL with US television negotiations, and the legue received much needed revenue from ESPN, and other non-traditional sponsors. source: NFL Loan Helps CFL With Another Season

Nope, not laughable. The several million dollar expansion fees did save the CFL when they were on the verge of bankruptcy. That the franchises lost money is irrelevent. CFL got their cash when they needed it.

The US expansion was weird, but Baltimore was great. It was a better market than Toronto. Don't know if US expansion saved the CFL, though. I wouldn't think that having 5 franchises fold almost overnight looks good...
Anyway, what about a team in Quebec City? Montreal-Quebec rivalry? Or, perhaps the Als own the PQ area entirely?
